Qualification Structure

The ProQual Level 5 Diploma in Fire Safety and Risk Management is an Ofqual-regulated qualification accredited on the Regulated Qualifications Framework (RQF). The qualification has a Total Qualification Time (TQT) of 267 hours and 300 Guided Learning Hours (GLH).

Assessment is assignment-based only and is conducted on a Pass/Fail basis. Assignments are internally assessed and verified by centre staff, with external quality assurance provided by ProQual Verifiers to ensure assessment decisions meet the required quality and regulatory standards.

To achieve the qualification, learners must successfully complete all 6 mandatory units specified for the ProQual Level 5 Diploma in Fire Safety and Risk Management.

Core Study Units

Unit 1: Review Fire Safety Matters Ensuring Compliance with Fire Safety Regulation and Guidelines

• Define the statutory fire safety requirements for buildings in the UK.

Unit 2: Assess Arrangements to Ensure an Adequate Means of Warning and Escape

• Identify and assess arrangements ensuring adequate means of warning and escape.
• Assess arrangements relating to emergency planning and evacuation of building occupants.
• Inspect equipment providing emergency escape from the premises.
• Review the management of fire safety in relation to providing a means of escape.

Unit 3: Identify, Assess and Control Fire Hazards

• Identify and assess fire-related hazards and ensure adequate controls are implemented.
• Identify and report hazards and risks associated with fire.
• Assess risks associated with fire.
• Review the management of fire safety in relation to controlling fire hazards.

Unit 4: Ensure Active Fire Protection Provisions Are in Place and Suitable for the Premises

• Understand and apply fire protection provisions.
• Determine the need for active fire protection systems and equipment.
• Ensure adequate facilities are in place to provide access to the Fire and Rescue Service.
• Review the management of fire safety in relation to fire protection.

Unit 5: Assess Arrangements to Prevent Internal and External Fire Spread

• Understand and apply the appropriate principles of fire spread prevention.
• Demonstrate competence in inspecting passive fire protection to prevent internal fire spread.
• Understand and assess the risk of external fire spread to the premises.
• Review the management of fire safety in relation to fire spread.

Unit 6: Manage Fire Safety Matters in Houses in Multiple Occupation and Residential Care

• Identify potential problems arising from the likely behaviour of people in premises during a fire situation.
• Understand the fire safety requirements for Houses in Multiple Occupation (HMO).
• Understand fire safety requirements and appropriate arrangements for HMO premises.
