Task Purpose

This task is designed to test your analytical skills and your ability to apply the principles of fire safety and risk management in a practical, realistic environment, directly aligning with the requirements of the ProQual Level 5 Diploma in Fire Safety and Risk Management.
As a Fire Safety professional, your primary role is to ensure the safety of personnel and the protection of assets by systematically identifying, assessing, and controlling fire hazards. The following Mini Case Study presents a scenario where recent operational changes and poor practices have introduced significant fire risks.
Your task is to act as the newly appointed Fire Safety Manager. You must rigorously analyze the situation, employ formal risk assessment methodologies, and propose clear, effective, and sustainable control measures. Your responses must demonstrate a deep understanding of the Fire Triangle concept and the application of the Hierarchy of Control in fire safety management.

Mini Case Study: The Warehouse Modification

Scenario

You are the newly appointed Fire Safety Manager for “Apex Logistics”, a company operating a large, single-storey, high-bay warehouse. The warehouse is used for storing boxed and palletized non-hazardous goods (e.g., clothing, electronics components, paper products).
Recently, the operations team decided to increase storage capacity by adding temporary mezzanine racking within a section of the warehouse. This mezzanine is directly above a bank of lithium-ion battery charging stations used for the forklift fleet.
During a routine walk-through, you observe the following conditions in this area:

1. Storage: Pallets of cardboard packaging material are being temporarily stored on the new mezzanine, directly above the battery charging stations, pending installation of permanent stock.
2. Obstruction: Several empty pallets are stacked near the entrance/exit route in the bay, partially obscuring the view of the nearest fire extinguisher and an emergency lighting unit.
3. Housekeeping: There is visible dust and debris build-up on the shelving of the battery charging units and a few scattered pieces of plastic wrap near the charging area.
4. Electrical: One of the battery charging units has a visibly frayed cable plugged into the wall.
5. Personnel: The forklift operator responsible for the area is using a nonapproved, portable fan heater plugged into a multi-socket adapter near their desk.
