Purpose

This task allows learners to apply theoretical knowledge to a realistic fire safety scenario. You will integrate multiple elements including hazard identification, documentation review, root cause analysis, and corrective measures. The task is designed to develop higher-level thinking, professional judgement, and practical problem-solving skills in the context of UK fire safety regulations

Scenario

You are working as a Fire Safety Consultant for a medium-rise commercial building, the Riverside Business Hub. The building has seven storeys, is 22 metres tall, and includes retail on the ground floor with offices above. The façade uses aluminum composite panels. Two staircases are provided, but one is narrower than recommended. The fire alarm system is partially installed, sprinklers have not been fitted, and compartmentation is incomplete. Temporary storage of combustible waste is noted in corridors.


You are provided with partial documentation: a Fire Risk Assessment stating that “fire risk is low because the building is new,” a Non-Conformance Report with vague comments such as “probably okay,” incomplete construction drawings, and material specifications lacking CE/UKCA certification.

Learner Tasks (Structured Steps)

Task A – Hazard Identification

  • Identify at least 10 fire hazards or risks based on the scenario
  • Categorise hazards by likelihood, severity, and potential impact on occupants

Task B – Documentation Review

  • Assess all provided documentation for completeness and accuracy
  • Identify missing information, inconsistencies, and incorrect assumptions
  • Reference relevant UK legislation (RRO 2005, ADB, Fire Safety Act 2021, BS 9999)

Task C – Root Cause Analysis

  • Analyse why non-compliances exist
  • Consider factors such as poor design, incomplete specifications, inadequate supervision, lack of materials verification

Task D – Corrective Measures

  • Recommend practical, compliant solutions for each identified hazard
  • Include short-term and long-term measures
  • Ensure recommendations cover:

o Fire detection and alarm systems
o Means of escape and stairwell compliance
o Compartmentation
o Material safety verification
o Housekeeping and combustible storage
o Documentation improvements

Task E – Integrated Report

Present a structured professional report that includes:

  • Executive Summary
  • Hazard Identification Table
  • Documentation Review Findings
  • Root Cause Analysis
  • Corrective Measures and Recommendations

Assessment Requirements

Your submission should:
