Task Overview

This task immerses the learner in a realistic workplace fire-safety scenario where
multiple internal and external fire-spread risks must be recognised, analysed, and
managed. The purpose is to develop the learner’s ability to apply professional fire-safety
judgement using both technical knowledge and regulatory frameworks. Learners must
interpret real-world failures, evaluate the adequacy of passive and active fire-protection
arrangements, and justify improvements based on UK fire-safety legislation and industry
best practices.
The scenario and questions require learners to demonstrate an integrated
understanding of:

1. Principles of Fire-Spread Prevention

Learners must identify breaches of internal and external fire-spread controls, reference
prevention principles, and relate these to statutory duties under the Regulatory Reform
(Fire Safety) Order 2005 and associated UK guidance.

2. Competence in Inspecting Passive Fire Protection

The task requires analysis of compartmentation, fire doors, service penetrations,
dampers, and fire-stopping, along with methods for inspection and compliance
verification using standards such as Approved Document B, BS 9999, and BS 476.

3. Understanding External Fire-Spread Hazards

Learners will assess cladding systems, façade features, waste accumulation,
neighbouring buildings, and cavity barrier installation, linking findings to the
requirements of Approved Document B (Section B4) and the Building (Amendment)
Regulations 2018.

4. Reviewing Fire-Safety Management in Relation to Fire Spread

The task requires a critical examination of documentation, contractor controls,
communication gaps, maintenance practices, and passive fire-protection management.
Learners must identify root causes and propose realistic, evidence-supported solutions.

must go beyond describing fire-safety issues and instead evaluate, interpret, and
propose structured improvements grounded in technical reasoning.

Case Study Scenario: “The Birchwood Commercial Complex Fire Risk Review”

Birchwood Commercial Complex is a three-storey, mixed-occupancy building containing
retail units on the ground floor, open-plan offices on the second floor, and a small
product-assembly workshop on the top floor. The building was constructed in the mid
1990s and is undergoing partial refurbishment to modernise the offices and retail areas.
After several minor refurbishment tasks began, the Facilities Manager requested a full
fire-risk review focusing on internal and external fire-spread arrangements. The
assessor’s preliminary observations revealed multiple concerns:

Internal Fire Spread Concerns

  1. Compromised compartmentation:
    During refurbishment work, several openings were cut into the fire-resisting walls
    separating the workshop from the office floor to allow new data cabling. The
    contractor left these penetrations temporarily unsealed.
  2. Damaged fire doors:
    Two FD30 doors serving the office escape corridor had damaged intumescent
    strips, and one failed to self-close consistently.
  3. Ventilation ductwork issues:
    The HVAC contractor reported that some fire dampers had not been inspected
    for 10+ years. Records were incomplete.
  4. Storage of combustibles near risers:
    Cleaning staff stored cardboard boxes and cleaning chemicals in a riser
    cupboard containing vertical service penetrations.

External Fire Spread Concerns

  1. Accumulation of combustible waste:
    A large amount of cardboard packaging was stacked beneath the overhanging
    first-floor façade awaiting disposal. This area sits adjacent to external cladding
    panels installed in 2008, with unknown fire-performance characteristics.
  2. Proximity of neighbouring buildings:
    A small café located less than 6 metres away has a timber-framed extension
    recently added without formal liaison with Birchwood’s management.
  3. Inadequate firebreaks in façade detailing:
    Visual inspection suggests the façade’s cavity barriers may not align correctly
    following a previous repair project.

Management and Procedural Issues

  1. Fire-stopping certification missing:
    No documentation exists confirming previous fire-stopping installations, contrary
    to what the management believed.
  2. Lack of a passive fire-protection inspection schedule:
    While the building is regularly checked for alarms and extinguishers, there is no
    planned-preventative maintenance system for passive measures.
  3. Training gaps:
    Refurbishment contractors had not been briefed on “hot works,” protection of fire
    compartments, or the building’s fire strategy.

Guided Analytical Questions

The questions below are designed to assess knowledge application, interpretation of
legislation, root-cause analysis, and your ability to justify professional decisions. They
reflect the four learning outcomes of the unit.

Section A — Applying Principles of Prevention (Internal & External Fire Spread)

  1. Based on the case study, identify at least five key principles of fire-spread
    prevention that have been breached.
  2. Using the UK Regulatory Reform (Fire Safety) Order 2005, explain the duties of
    the Responsible Person in relation to preventing fire spread. Which duties appear
    to have been neglected at Birchwood?
  3. Describe how the hierarchy of fire-risk controls (elimination, substitution,
    engineering controls, administrative controls, PPE) applies to BOTH internal and
    external fire-spread risks listed in the scenario.

Section B — Competence in Inspecting Passive Fire Protection

4. Analyse the compartmentation breaches described.

For each issue, state:

  • how it affects the fire-resistance rating of the building
  • what inspection method you would use (visual survey, intrusive inspection,
    certification review, etc.)
  • what UK benchmark standard applies (Approved Document B, BS 9999, BS 476,
    etc.)
  1. The fire doors are failing to meet their performance requirements. Explain the
    inspection criteria for FD30 fire doors and outline what remedial actions must be
    taken to restore compliance.
  2. Fire dampers have missing inspection records.
    Explain:
  • the legal expectations under the Fire Safety (England) Regulations 2022
  • the technical inspection requirements per BS 9999 and BS 9991
  • the potential internal fire-spread consequences of non-functional dampers.

Section C — Understanding the Risk of External Fire Spread

  1. Evaluate the fire-spread risk posed by the external combustible waste and
    cladding.

Discuss:

  • potential ignition sources
  • likelihood of vertical fire spread
  • how Approved Document B Section B4 and the Building (Amendment)
    Regulations 2018 on combustible cladding apply.
  1. Considering the neighbouring timber-framed café extension, describe how
    proximity and materials influence external fire-spread risk between buildings.

Reference separation distances and boundary conditions defined in UK building
regulations.

  1. Cavity barriers behind façade systems are suspected to be incorrectly
    installed.

Explain how misaligned cavity barriers influence fire behaviour and what
inspection/evidence is required to verify compliance.

Section D — Reviewing Fire-Safety Management Practices

  1. Identify the underlying management failures that allowed these issues to
    develop.

Provide a root-cause analysis considering:

  • communication
  • contractor oversight
  • maintenance scheduling
  • documentation control.
  1. Propose a robust fire-safety management plan specifically targeting internal
    and external fire-spread prevention. Your plan must include:
  • inspection schedules
  • contractor control procedures
  • passive fire-protection maintenance
  • record-keeping systems
  • competence requirements.
  1. If you were the fire-risk assessor completing the review, write a concise but
    high-quality formal recommendation report section (approx. 200 words)
    summarising the most urgent corrective actions.
