The CEL is not an entry-level course; it is a professional licence intended for experienced, practising EQAs who are looking to validate their expertise.
Delivered through an assignment-based approach, the CEL emphasises practical application, professional judgment, reflective practice, and submission of real-life evidence. Candidates complete structured assignments showcasing their skills and professional practice, including relevant EQA documentation such as centre monitoring reports, risk assessments, sampling records, standardisation exercises, and compliance evaluations.
Aligned with regulatory, awarding body, and industry standards, the CEL ensures certified EQAs are fully competent in planning, conducting, and reviewing external quality assurance activities. This includes centre visits, sampling of assessment decisions, providing feedback, reporting, and supporting continuous quality improvement.
To be eligible, candidates must hold a valid EQA or advanced IQA qualification (Level 4/5 IQA or equivalent) and have a minimum of three years of verified experience in external or senior internal quality assurance roles.
Upon successful completion, learners are awarded the Certified EQA Licence (CEL), formally recognising them as competent, professional, and licensed EQAs capable of safeguarding standards, ensuring consistency, and driving continuous improvement across accredited training and assessment systems.

What evidence is required for this course?
Applicants must submit a comprehensive EQA/IQA evidence portfolio demonstrating active involvement in quality assurance practices. The portfolio may include, but is not limited to:
Centre visit reports
Risk assessment documentation
Sampling records of assessment and IQA decisions
Standardisation meeting minutes or reports
EQA feedback, action plans, and recommendations
Compliance, monitoring, or audit reports
This portfolio provides practical proof of the candidate’s competence and experience in external and advanced internal quality assurance, supporting the assignment-based structure of the CEL.
